Cluster of Seven Plants for Automotive Components Launched in Kaliningrad

The first stage of a large-scale cluster for automotive component production was launched at the Kaliningrad enterprise "Avtotor”. The new complex unites seven plants that will produce electronic control systems, electric motors, plastic parts, exhaust systems, car seats, and will also handle welding of compact electric vehicle bodies and the production of necessary equipment.
At the opening ceremony, Minister of Industry and Trade Anton Alikhanov stated that this project will become a significant step toward the country's technological sovereignty. The total investment in the cluster amounts to about 29 billion rubles, half of which was provided by the Industrial Development Fund.
According to the minister, the launch of the cluster will significantly increase the level of localization in electric vehicle production in Russia. Components manufactured in Kaliningrad are expected to be supplied to other domestic automakers.
Governor of the Kaliningrad Region Aleksei Besprozvannykh emphasized the systemic importance of "Avtotor" for the region and noted that with the commissioning of new capacities, the region—a pilot area for electric transport development—will be able to produce electric vehicles on its own component base.
Such projects, technologies, and innovations in the automotive industry will be the central focus of the exhibition "Auto+Automechanika Moscow" at the "Timiryazev-center" from May 12 to 14, 2026.
