Ministry of Transport to Submit Draft Amendments to Traffic Rules for E Scooters to the Government by November 1

According to Minister Andrey Nikitin, the Ministry of Internal Affairs will develop its own by‑laws and also prepare a draft law amending the Code of Administrative Offenses. These amendments will introduce fines and other liability measures for those who violate the rules when using electric scooters and other personal mobility devices.
The Russian Ministry of Transport will submit to the government a draft amendment to the traffic rules concerning personal mobility devices (PMDs) by November 1, 2026, said the head of the ministry, Andrey Nikitin, during a government hour in the Federation Council.
"We are implementing the road map. Everything is moving forward here. By November 1, we will submit all the necessary documents to the government, including amendments to the traffic rules,"he said in response to a question about plans to regulate the use of e‑scooters.
Nikitin noted that the Ministry of Internal Affairs will prepare its own internal regulatory documents and a draft federal law amending the Code of Administrative Offenses to establish administrative liability for offenses related to the use of personal mobility devices. This work will be completed by the end of summer, the head of the Ministry of Transport said.
