OSAGO and Driver's Licenses: What Will Change for Russian Drivers from July 1, 2026
Russian motorists are facing several important changes on the threshold of the second half of the year. The amendments concern the procedure for replacing driver's licenses, car loan regulations, control over tire labeling, and OSAGO insurance policies.
From July 1, 2026, the automatic extension of driver's licenses, which was introduced in 2022 as an anti-crisis measure, will be terminated. Drivers whose licenses expire in July or later will now need to take care of the replacement themselves.
This can be done in one of three ways:
through the Gosuslugi portal;
at a Traffic Police (GIBDD) office;
at a Multifunctional Center (MFC) .
Important: driving with an expired driver's license is classified as an administrative offense and entails a fine of 5,000 to 15,000 rubles under Part 1 of Article 12.7 of the Administrative Code of the Russian Federation. We recommend not postponing the replacement of your license until the last moment.
Car Loans: Banks Tighten Requirements for Borrowers
From July 1, banks are required to apply the updated requirements of the Central Bank for assessing borrowers' solvency. The key change is the so-called discount on declared income.
Now, if a borrower cannot confirm their income with official documents, the bank will take into account only 90% of the stated amount. In addition, the credit institution is required to compare the declared income with the average per capita income in the borrower's region of residence.
What does this mean in practice? Getting a car loan without official income confirmation will become significantly more difficult. Banks will more thoroughly check clients' solvency, which will particularly affect self-employed individuals and those who receive "envelope" wages.
Important: from July 1, 2027, unconfirmed income will no longer be taken into account at all. If you are planning to purchase a car on credit, it is worth taking care of having official income documents in advance.
Tire Labeling: New Control Mechanism through "Honest Sign"
In July 2026, a new mechanism for confirming the Russian origin of goods through the "Honest Sign" system comes into force. According to a government decree signed in May 2026, tire manufacturers will be required to prove the existence of actual production.
How exactly? Through photo and video materials with mandatory geolocation recording. On-site inspections are also provided. If violations are detected, the company will not be able to obtain labeling codes for its products.
The exact date for the mechanism to take effect is 60 days after the official publication of the document, i.e., in July 2026. This innovation is aimed at combating counterfeit products and should increase transparency in the tire market.
OSAGO: Simplified Procedure for Certain Categories of Citizens
The Bank of Russia has developed a draft directive clarifying the list of documents for certain categories of citizens when applying for an OSAGO policy. In particular, the changes concern spouses of participants in the special military operation — a simplified procedure for obtaining insurance before inheritance is provided for them.
The draft also adjusts the procedure for returning the insurance premium when refusing the policy before it takes effect.

Tinting and Fines: What Will Not Change
The Traffic Police has officially refuted rumors about the introduction of new fines for tinting, using a phone while driving, and driving into oncoming traffic from July 1. The current norms of the Administrative Code of the Russian Federation remain in effect.
