List of Vehicles Permitted for Taxi Use to Be Expanded with Jetour, Tenet, Omoda and Jeland Models

The list of vehicles permitted for taxi use will soon be expanded with Jetour, Tenet, Omoda and Jeland models, the press service of the Ministry of Industry and Trade reported. The corresponding government decree will be published after its approval, the ministry clarified. In March, four Haval and Tenet models produced at Russian plants were added to the list of vehicles permitted for taxi use.
The list of vehicles permitted for taxi use will soon be expanded with Jetour, Tenet, Omoda and Jeland models, the press service of the Ministry of Industry and Trade reported. The ministry noted that the corresponding government decree will be published after its approval on the official internet portal of legal information.
The Ministry of Industry and Trade reminded that these are vehicles that meet the parameters of the "taxi law." Currently, the list of vehicles authorized for taxi operations includes nearly 30 models of Russian passenger cars. One of the criteria that allows for regular updates to the list is the manufacturer having a special investment contract (SPIC) concluded after March 1, 2025, and a separate government decision permitting the model for such procurements, the ministry added.
"The possibility of including a model in the list is considered if the vehicle scores at least 1,500 localization points excluding R&D, and the manufacturer's investments in production development over the past two years amount to no less than 10 billion rubles. In particular, models already included in the list under the Haval, Tenet, Omoda, and Jetour brands meet these requirements," the Ministry of Industry and Trade explained.
According to the taxi localization law, which was adopted by the State Duma in 2025, from March 1, 2026, taxi fleets may only use vehicles from Russian manufacturers for passenger transportation. Self-employed taxi drivers may operate non-localized vehicles until 2033, provided that the share of such vehicles does not exceed 25% of the total number of vehicles in the region where they actually work.
In May, the National Taxi Council reported a driver shortage in 59% of Russian taxi fleets. The industry's primary concern is the vehicle localization requirements — according to their data, 70% of drivers are reluctant to take vehicles from the Ministry of Industry and Trade's list. Companies cited the poor quality of certain models, high purchase and maintenance costs, and low economic efficiency for taxi operations.
